In written statement, Pres Trump says his Nuclear Posture Review calls for a strategy "aimed at making use of nuclear weapons less likely." He says it also "enhances deterrence of strategic attacks" against the US "that may not come in the form of nuclear weapons."

U.S nuclear doctrine review allows use of nuclear weapons in case of conventional attack
Trump nuclear doctrine is mostly in line with Obama plan, but more aggressive toward Russia.
White House releases statement following publication of memo: "Minority members of the Committee have reportedly drafted a separate memorandum. The Administration stands ready to work with Congress to accommodate oversight requests consistent with applicable standards."
In statement, @SpeakerRyan says it's clear from the memo that "an American's civil liberties may have been violated." But says it's "critical" that memo not be used "to impugn the integrity of the justice system and FBI, which continue to serve the American people with honor."
Also interesting - memo was originally classified "TOPSECRET/NOFORN" - meaning it was not to be released to foreign nationals
